Man sentenced to 25 years in prison for shooting, killing good Samaritan

A man who pleaded guilty to the killing of a good Samaritan last November was sentenced to 25 years in prison on Tuesday.

Robert David Lloyd Hall, 36, pleaded guilty in March to second-degree murder and attempted simple robbery in connection to the shooting death of 21-year-old Kavanian Palmer.

Hall was sentenced to 288 months for unintentional second-degree murder and 12 months for attempted simple robbery, sentencings that will run consecutively.

Court documents state that Minneapolis police responded to the intersection of Broadway Avenue West and Lyndale Avenue North at about 9:50 a.m. on Nov. 12 after getting reports of a crash and a shooting. Officers then found Palmer lying in the intersection suffering from a gunshot wound. Palmer died at the scene.

Witnesses told police that Hall was in a Chevrolet Monte Carlo when he ran a red light and crashed into a Mercury Mountaineer. The criminal complaint states that then Hall got out of the car and tried to run. Palmer, along with two other witnesses, then ran after Hall and tried to detain him before police arrived. A struggle ensued, and Palmer was shot in the chest.

The complaint continues to say that Hall then fled to a nearby Cub Foods and tried to carjack a woman in the parking lot. Other witnesses intervened and pulled Hall out of the woman’s vehicle and successfully detained him. A handgun fell out of Hall’s pocket during that struggle.

Hall later admitted that he ran because of having an active warrant, guns, drugs and a bullet proof vest in his possession, all of which were recovered by responding officers. The entire incident was reportedly caught on surveillance footage, and confirmed what witnesses told investigators.
