More problems are being reported with the state’s troubled new computer system for vehicle licensing, just as the agency in charge of it prepares to update a state House committee Wednesday morning.
A spokesman for the Department of Public Safety told KSTP that, as of Monday, there were 379,591 vehicle titles to be reviewed, processed, printed and mailed.
The system is backlogged by more than three months, but some drivers have been waiting even longer.
Late this spring, Jim Powers bought a 1993 Toyota Camry for his daughter. He knew it needed some work, but it turns out the bigger headache was making it legal.
“I’m still waiting on the title,” he said.
Six months later, he said, the state still hasn’t sent over the car’s title. He was told it was still being processed when he called about it recently.
“I can't even junk it – they won't even take it as a junk car without the title card,” he said.
On Monday night, the public safety department said Powers' experience is unusual and that the department would look into it.
Under the new, troubled Minnesota Licensing and Registration System, the state says it is mailing out more than 4,000 titles every day. More than 700,000 have been process since it launched in July.
But with progress come setbacks.
“I have never in life – and I'm 61 years old – experienced such insanity in my life,” said Liz Gunlach of Elk River.
Gunlach said it took five trips to local Driver and Vehicle Services offices for an order of new plates and a title to finally go through.
The return trips were required because the $97 million MNLARS system kept crashing.
“What if I get pulled over and they’re telling me my plates are expired?” She said. “They said, ‘Well, that’s your problem … it’s up to the officers’ discretion.'"
The Department of Public Safety said vehicle owners are not ticketed if they don’t have a title. However, they can be ticketed for expired tabs.
The agency said if customers don’t get the tabs in time, they can request a 60-day permit.
