A Shakopee man has been charged in a hit-and-run on Lake Street in Minneapolis that left the victim in critical condition.

Kaleb Joseph Conway, 26, is charged with criminal vehicular operation, leaving the scene after causing great bodily harm, second-degree driving while impaired and refusing to submit to chemical testing.

According to witnesses, Conway was drinking at Merlin's Rest Pub early Monday morning. He left with a friend to get something to eat. They drove past the restaurant where they wanted to stop, so Conway made a U-turn. Conway's car hit 23-year-old Luis Cruz-Guzman as he was crossing Lake Street.

Police say an off-duty officer heard the noise of the crash, saw a man lying in the street and saw Conway leaving the scene. Officer Derek Chauvin was able to get into his squad car, chase Conway and arrest him shortly after the incident.

Cruz-Guzman is still in the hospital with a skull fracture and severe brain injury.

Conway is set to appear in court Friday
