Details as to what happened in the February death of a student pulled from a St. Louis Park Middle School pool have been released by police in a 132-page report.

The attorney’s office for the family of the student said in a statement, “The report makes clear what has been obvious since the beginning that Abduallahi Charif drowned because his teacher wasn’t paying enough attention.”

The 12-year-old was found unresponsive and not breathing at the bottom of the pool by the gym teacher after a physical education swimming class was wrapping up, according to police.

The written statement from the attorney went on to say, “There is simply no circumstance in which it would be acceptable for a teacher 'supervising' a swim class, but which even the teacher acknowledges was just 'free play' - to allow children who were non-swimmers to play 'king of the hill' on a large raft in the deep end of the pool.”

Police say a school resource officer was in the building and immediately responded to the pool area where a teacher pulled the boy out of the pool and was performing CPR. The teacher found the seventh grader unresponsive -- and not breathing.

The boy died a few days later at the hospital.

The Ramsey County Medical Examiner ruled the death an accident, and the autopsy showed no signs of trauma.

The Hennepin County Attorney has declined to file charges due to lack of evidence.
