St. Cloud Police and the Minnesota Department of Corrections arrested a felony fugitive, who claimed to be a sovereign citizen, after a standoff Tuesday evening.
The incident started around 5 p.m. when officers pulled over a vehicle they were informed was occupied by a fugitive, who was wanted for a narcotics probation violation. The MN DOC Fugitive Task Force informed police officers of the man's status.
The suspect refused to cooperate with officers' directions and the standoff started, according to police. St. Cloud Police SWAT, and Tactical Negotiators were called to the scene.
Negotiations lasted 2 1/2 hours. The fugitive, later identified as Juanel Mikulak, 26, of an unknown city, was arrested after a peaceful surrender, according to police.
A woman, who was passenger in the vehicle, was released at the scene. People inside of a home in the immediate area were sheltered in place during the standoff, according to police.
The police department requested the public stay out of the area surrounding 3rd Street and 23rd Avenue North during the incident. The intersection was blocked.
SCPD was assisted by Waite Park Police, Stearns County and Benton County Sheriff Departments.
