Representative Kim Norton, a DFL lawmaker from Rochester, is proposing a bill that would make it more difficult to get mug shots.
The idea, according to Norton, is to prevent web sites from easily posting mug shots online and charging people hundreds of dollars to unpublish them.
Critics say this is extortion.
But Mugshots.com challenges Norton's characterization and says it is actually doing a public service.
Norton's bill would require anyone requesting a mug shot to do so in person, to list information about their company, and to tell authorities where they plan to publish the pictures.
