Dayton Links Tax Bill Limbo to Office Building

Minnesota Gov. Mark Dayton says a package of tax cuts is being held up by a dispute over plans for a new Senate office building.
    
In his first appearance at the Capitol since undergoing hip surgery before the session, Dayton said he thinks the Senate is holding out on the tax cuts until the House signs off on the new building.
    
Dayton says he agrees that the current design for the building is "overly lavish" and he would like a cheaper plan.
    
But he says it's inexcusable that a bill to cut taxes has stalled. He says it will create logistical problems and confusion on the part of tax filers the longer it takes to finish.
