A Minnesota group isn't giving the state a very good grade when it comes to looking out for students.

StudentsFirst, an organization pushing for change in the education system, ranked each state based on what it considers policies best for students.

It ranked Minnesota 34th in the country, giving it a D.

StudentsFirst says changes need to be made, such as placing teachers based on their performance and not seniority.

"When you ask parents who do they want for a teacher--they want the best teacher in front of their kids. Sometimes school leaders, we tied their hands and say no it's based on just seniority, you can't consider effectiveness and we need to change that," said Kathy Slatzman of StudentsFirst Minnesota.

Education Minnesota, the union representing teachers, says the report card is about ideology and not sound research.
