It's up to a judge to decide whether the city of Minneapolis will be allowed to contribute $65 million to the Downtown East project next to the new Vikings stadium.

The project includes a parking ramp, park, apartments and a shopping area surrounding the new stadium. Even though the stadium and these new surrounding developments are billed as separate projects, the parking ramp in the plan would directly serve the stadium.

So, those filing the suit are linking together the Downtown East project with the stadium construction, accusing the city of spending more on the lumped-together plan than it is legally allowed to spend.

The city has already maxed-out its stadium expenditures, reaching the $150 million limit. The city's contribution to the Downtown East project would cost $65 million paid for in bonds. The city council is scheduled to vote on those bonds Friday morning. It is unclear whether that vote will continue even though this lawsuit has yet to be resolved.

The mayor of Minneapolis argues the stadium and the Downtown East development are different projects and the both are good for the city.
