Police Called to House of Spa Shooter 20 Times, No Arrests

Records show police were repeatedly called to the home of the Brookfield salon shooter, but never made an arrest.
    
Officers went to the home of Radcliffe and Zina Haughton 20 times while the couple lived in Brown Deer during the last decade, including at least seven visits to investigate possible domestic violence.
    
Radcliff Haughton went to his wife's workplace Sunday in Brookfield, shot and killed her and two other women and injured four others before taking his own life.
    
The Milwaukee Journal Sentinel reports police went to the home in January 2011. An officer thought Radcliffe Haughton had a gun and ordered him to surrender. Ninety minutes later, officers left. Haughton was never arrested.
    
Brown Deer Police Chief Steven Rinzel says officers weren't sure Haughton had a gun and thought he was alone in the house and that no one was in danger.
