The multi-million dollar makeover of Nicollet Mall in downtown Minneapolis is raising issues that go beyond bricks and mortar.
Downtown Minneapolis leaders hope to set an "expectation of behavior" in the redesigned Nicollet Mall to ensure that panhandling, loitering and other issues don't scare people away.
The city of Minneapolis and Minneapolis Downtown Council might ban panhandling on the block and are building in safety. The designs do away with places to hide by keeping shrubs and planters smaller and improving lighting.
The city will break ground on the new mall next summer and it should be completed in the fall of 2016.
