Church Expert: Recommendations Could Mean Shift in Culture of the Archdiocese

An independent task force reveals there have been some "serious shortcomings" in the way the Archdiocese of St. Paul and Minneapolis has handled sex abuse cases. The task force has recommended several changes, many of which give laypeople more power.

One church expert says that could signify a significant shift in the institutional culture of the church.

"Laypeople represent independence. They represent the customers, the people of the church," says Charles Reid, Canon Law Professor at the University of St. Thomas.

The recommendations could mean the archdiocese has to hire more staff, upgrade software and reorganize its administration. Reid says it could be months, even years before there's a noticeable change.
