Cash Reward Offered to Help Find Missing U of M Student

A man and a woman have been charged in connection with a shooting Sunday outside a restaurant in Burnsville.

Shavelle Oscar Chavez-Nelson, 31, was charged Thursday in Dakota County District Court with second-degree murder involving the shooting, according to a criminal complaint. Ashley Marie Conrade, 24, of Eagan, was charged with aiding an offender.

The charges were brought against the pair as police continue to search for 20-year-old Anarae Kristine Schunk, a missing University of Minnesota student. Schunk was last seen with Chavez-Nelson on Sept. 22, the night of the shooting, police say. She was reported missing the next day.

On Thursday, a Burnsville police spokesman said Chavez-Nelson is a "person of interest" in the disappearance of Schunk.

A $5,000 reward is being offered from a private citizen for information about Schunk's whereabouts. Police say surveillance video from inside Nina's Grill shows Schunk with Chavez-Nelson. On Wednesday, Burnsville police located a vehicle believed to be used in the shooting.

Palagor Jobi, 23, was killed in the shooting, which police say started as an argument that escalated in the parking lot of Nina's Grill around closing time, police said. The suspect ran away after the shooting. Police searched for more than three hours for the shooter.

Chavez-Nelson was later arrested by Rosemount police in the area of County Road 46 and Shannon Parkway in Rosemount, police reported Tuesday.

Chavez-Nelson and Schunk dated for a couple of months last year, said Schunk's brother. She met with Chavez-Nelson recently again and was trying to, "help him get his life back on track," her brother said.

Schunk was last seen Sept. 21 at Caribou Coffee on Cliff Road and Highway 13 in Burnsville, according to her friends and family. She frequently used public transportation between Burnsville and Minneapolis. Schunk attends the University of Minnesota in the Twin Cities and works at Don Pablo's restaurant in Richfield.

Chavez-Nelson, who goes by several aliases, has a lengthy criminal history, according to state records. His convictions date back to at least 1999 and include fifth-degree controlled substance sale, theft, fleeing police in a motor vehicle and first-degree aggravated robbery.

Police say Chavez-Nelson has not been cooperative with the investigation into Schunk's whereabouts.

Burnsville police say Conrade is not a person of interest in the disappearance of Schunk.

Police Search for Schunk

Police continued to search Thursday for Schunk. However, they're not asking for the public's help at this time in their search.

Schunk has green eyes, she's approximately 5 feet and 9 inches tall, weighing about 165.

Schunk was last seen wearing a white, zip-up jacket with a University of Minnesota logo on the chest. She had a camouflage backpack. Schunk is not believed to be a suspect in the homicide investigation, police said.
