Metro Snow Emergencies Confuse Some, Please Others

Most cities have a fair amount of discretion in calling a snow emergency, but the minimum threshold in most cases is about three to four inches of snow.

Mike Kennedy of the Minneapolis Public Works Department says one of the contributing factors in the decision was the series of one-and-two inch snows that lead up to Sunday's snow event.

"When it's three to five inches we really have to think about it.  We spend a lot of time agonizing over those decisions," he said.

In all 343 cars were towed in Minneapolis, 566 were towed in St. Paul during the first phase of the snow emergency.
