Big Lake police report a 31-year-old Fridley man arrested Friday faces multiple charges after he allegedly blew through a stop sign, hit another car and had a blood-alcohol level nearly twice the legal limit - all while he had a child in his car. 

According to the police department, Joseph Gorsegner was "manipulating" his cell phone when he drove through a stop sign, then broadsided a second car at 11:30 p.m. at the intersection of Glenwood Drive and County Road 43.

However, when officers arrived on the scene, a woman who was in the passenger seat had switched to the driver's seat and told authorities she was the driver. However, police said they determined she was not.

Gorsegner failed a sobriety test, and a preliminary breath test revealed a blood-alcohol level of .15, according to police. 

Officers also said they found marijuana and drug paraphernalia when searching Gorsegner.

The people in the other car went to the emergency room for injuries.

A 10-year-old child was in Gorsegner's car at the time of the crash.

Gorsegner is charged with the following: two counts of criminal vehicular operation under the influence of alcohol, second-degree driving under the influence of alcohol with a child in the car, open container of alcohol, possession of marijuana and possession of drug paraphernalia.
