"It should start out as a homicide and then work backwards. There should be a crime scene where the body is recovered that should be preserved and there should be certain protocol that the Medical Examiner has to do.
"I understand the Medical Examiner has to work off only what the detective tells him that they have, but there should be detailed protocol in place for the medical examiner."
