A controversial communications system has failed for approval by residents of North St. Paul.
A special election was held Tuesday night for residents to decide whether to use taxpayer money to fund a new fiber optic communications system called PolarNet.
Sixty-six percent of voters said 'no' to the proposed plan.
City leaders had hoped PolarNet would attract businesses to the city, but a 5 EYEWITNESS NEWS investigation discovered that if the idea fails--taxpayers would be on the hook for $18 million.
