Report: Mayor Coleman: Harsh Winter Affects St. Paul's Budget

The harsh winter is affecting the city of St. Paul's budget.
    
Minnesota Public Radio News reports the city sets aside enough money for four snow emergencies per calendar year but they've already had five since Jan. 1.
    
Mayor Chris Coleman says cold temperatures have prevented the snow from melting.
    
Snowbanks have grown so large that the city is banning parking on the even side of residential streets starting Saturday for the first time ever.
    
Coleman says most years only seven inches are left by February's end, not the more than the 20 inches that are piled up now.
    
Minneapolis also has winter parking restrictions in effect. It still has money in its snow budget but it has spent $2 million dollars more than normal on snow removal.
