Block E's owners have major plans for the downtown building that used to house restaurants, arcades, and other attractions.
Right now, Block E has just a handful of tenants.
The property's owners say they've inked a letter of intent with the Minnesota Timberwolves and Lynx to create a world class practice facility.
It's a four part renovation plan that includes security and exterior improvements, additional retail space, and a more modern design.
Economists say success will hinge upon whether people outside the metropolitan area will drive downtown to watch practices at the facility.
If they do, Block E's owners say it'll be safe. They say calls for police service have decreased 99 percent since 2009. Police confirm that statistic is accurate.
