Obama's Climate Plans to Get Airing in Congress

President Barack Obama's plans to curb the gases blamed for global warming are moving toward their first test, a hearing before a House committee.
    
The hearing Wednesday comes just days before a Friday deadline for the Environmental Protection Agency to release a revised proposal that would set the first-ever limits on carbon dioxide from newly built power plants.
    
The proposal is likely to be more lenient on coal-burning plants than it was initially, but it will still make it very difficult for energy companies to build new ones in the U.S.
    
To meet the limit, power plants would have to capture carbon and bury it underground. Not a single power plant in the U.S. has done that because it's expensive.
