Changes Advocated in Pa. Electoral Vote Counting

Even before 2012 is over, state Senate Republican leader Dominic Pileggi is already advocating changes in the way Pennsylvania will count its votes in the 2016 presidential election.
    
Pileggi wants to abandon the method 48 states use to award their Electoral College votes: The statewide election winner gets all the electoral votes.
    
Because Democratic President Barack Obama beat Republican Mitt Romney in Pennsylvania, all of its 20 electoral votes were awarded to Obama.
    
Pileggi tried unsuccessfully to change the law last year, but he's poised to try a new approach in the next legislative session.
    
Pileggi says the winner-take-all system is unfair because the losing party gets no credit in the electoral count. In the past six presidential elections in Pennsylvania, the GOP has been the losing party.
