Stillwater is in a battle with the US Army Corps of Engineers.
The city says the Corps keeps delaying its effort to finish a levee project along the Saint Croix in Lowell Park.
Stillwater City Council voted this week to move forward and install an underground storm sewer at the park without the Corps' approval. The US Army Corps of Engineers tells us they're going to try and continue moving forward with the city on this project.
The city plans to start work on the storm sewer in October and hopes to have it finished by next summer.
