2 St. Paul Police Officers on Paid Leave After Suspect is Shot

Two St. Paul police officers are on paid leave after a suspect in a domestic situation was shot after they confronted him.

Officers Joseph Higgins and Ramar Davis responded to a domestic disturbance call on the 200 block of Aurora Avenue around 4 a.m. Tuesday.

They found the suspect about a block away. Police say Higgins shot the man after he refused to follow their commands, or show his hands.

The suspect, identified by police as Kevin Carroll, 47, of St. Paul, was hospitalized with what are believed to be non-life threatening injuries.

Higgins is a 7-year veteran of the department and Davis is a 5-year veteran. Both are on three-day administrative leave.
